Section 9.1.8 provides the following single-sentence description for <table:table-rows>:

"The <table:table-rows> element contains groups of <table:table-row> 9.1.3 elements that do not repeat when a table spans more than one page."

It is correct that a <table:table-rows> element cannot contain <table:table-header-rows> elements.  However, <table:table-rows> is not necessary to have <table:table-row> elements that are not headers.  It is also the case that a <table:table-rows> element cannot contain a <table:table-row-group> either.  Again, it is not necessary to have <table:table-rows> in order to have a sequence of <table:table-row> elements that is not interspersed with anything more <text:soft-page-break> elements.
