    Proposal: We have a soft-page-break element which describes that "last" page-break done by a layout application. We should add a "page-break" too, so be able to encode a "real" page-break.

pasting the full non-boilerplate text from the wiki into "proposal"

this proposal is clearly lacking some detailed semantics of the proposed new element; it's a mystery what an implementation should do with it.
