Yes, we should include a factor of 1/N where N is the number of terms in the sum; i.e. 
Semantics : returns 1/n\times (existing formula) where \bar{n1}  is the result of calling AVERAGE(n1), bar{n1} is the result of calling AVERAGE(n2), and N is the number of terms in the sum.
