scale-to, scale-to-pages and scale-to-X/scale-to-Y are mutually exclusive options. 

scale-to: a sheet can be scaled using a percentage value.
scale-to-pages: specifies a maximum number of pages, i.e. fits printout on number of pages. Maximum means that the print ranges may be shrunken, but they will never be enlarged.
scale-to-X/scale-to-Y: specify the maximum number of pages in horizontal direction and the maximum number of pages in vertical direction. Maximum means that the print ranges may be shrunken, but they will never be enlarged.
