Michael Stahl: on 24 July we resolved the question of whether z-index on
non-toplevel shapes should be specified or forbidden (proposal was
updated to say "SHALL NOT")

from the positions in the y-value sequence starting with 1.0. The first
y value gets an x value
1.0. The second y value is associated with an x value of 2.0 and so
forth. The
<chart:categories> element can be used to define labels for the x-axis.
