Remove restrictions from drawing page style
LibreOffice wants to implement complex page fillings and fillings, which 
go to the edge of the paper in text and spreadsheet documents. It would 
be good to know, whether the TC would follow the direction of the 
proposal, even if details of the implementation in the specification are 
not determined. However the issue contains a proposal, so that a vote 
would be possible.
