In comparing borders around text I have seen a further difference in rendering besides the shadows mentioned in Office-3947. If the text is distributed on more then one line, then the browsers cut the border box so that the end of the line has no right border and the start of the line has no left border. That way it is obvious, that both parts belong together. You can try it with the attachment from the mailing list http://markmail.org/message/jpaf3grp57jlvjko

Word and LibreOffice render it so, that the part at the end of the line gets full border box with all four sides and the part at the start of the next line gets a full border box too.
Because the kind of rendering of Word and LibreOffice are not reflected in file format directly, we need to specify it, in case we think that it is the correct way to do it.

OOXML has specified, that two boxes, which follow each other directly, are merged in case the styling values are identical [ISO/IEC 29500-1:2016;17.3.2.4 bdr (Text Border)]. CSS does not merge such boxes. If we want the behavior of OOXML, we have to specify it, or we can leave it to producers to merge such boxes, but should mention that then.
