One problem with this issue is, that the title does not fit to the text in the linked URL.

In regard to function CELL:
The function CELL is listed as candidate for a volatile function in section 3.5 in part 2. http://docs.oasis-open.org/office/v1.2/os/OpenDocument-v1.2-os-part2.html#__RefHeading__1017870_715980110
But it is only "should" and so it is up to the implementer to follow that recommendation. In LibreOffice you have to use Ctrl+Shift+F9 to force an update of function CELL, if the column width of the referenced cell changes. I consider this a problem of the implementation and not of the file format. Therefore the TC is not responsible.

The issue is already set to ODF-Later, same as has been done for other functions requests, but the issue title should be changed to correspond to the linked mail, e.g:
Add functions ISFILTERED, ISVISIBLE and ISHIDDEN

And empty the "Affects Version" field.

For the functions mentioned in the linked mail, I think an action of the TC is not needed. New functions can always be added by implementers in an own namespace. If such function is highly requested by office application users, the TC can consider to provide such function in "of" namespace. If the TC decides to put this to ODF-Later, as has been done for other functions requests, the issue title has to be changed to correspond to the linked mail.
