Groups - The State of ODF Interoperability (StateOfInterop-draft-03.odt) uploaded

Here is Working Draft 3.  I believe it is complete except for the Summary. 
This revision adds a bunch of material on testing techniques, a new section
on round-trip interoperability, a new interop model diagram, a cover page,
copyright notice, etc.  Take a look and send along any feedback.
