It appears that there are two groups that need to be identified somewhere in the coverage of scope and purpose:

1. The different groups/roles of those that the Application Scenario Testing specification is intended for - who are they and how are they expected to be able to make use of it?

2. The different groups/roles of those that the document Application Scenarios are intended for.

In particular, although the OIC TC is creating this for its own use, and it is being created to serve us in carrying out our charter, it strikes me that the document is more broadly useful than that, and we should say in what way.

I also think we should not talk about the OIC TC in the body of the document as all, simply to have it be free-standing although something we will appeal to in our work and our products.
