Which version?

1) "SHOULD" have a preview, but when present, it SHALL be a PNG or SVG 

or

2) "SHOULD" have a  PNG or SVG preview

As far as I am concerned (1) is strange. If we don't require a preview, why is it an interoperability problem to provide a preview in a different format. THe reading application should just be able to ignore it as if it weren't there in the first place.

Of course I also don't see "this can be troublesome for libraries without preview/rendering functionalities" as a valid reason in teh first place. Any interoperability requirement is troublesome for a processor not supporting it.
