If we don't require a preview, why is it an interoperability problem to provide a preview in a different format. THe reading application should just be able to ignore it as if it weren't there in the first place. Of course I also don't see "this can be troublesome for libraries without preview/rendering functionalities" as a valid reason in teh first place.
