wd4 contains a clause on requiring ODF11i-Cons to be able to open encrypted files with a password of 1 character.
One can think of this as promoting weak security, users should set passwords with a reasonable length and difficulty.
OTOH, most ODF files don't have a password anyway, and users can also insecure dictionary words like "password", so for a *consumer* it'll probably OK to be able to open such a document.
