mm, when creating a new issues, there should be an "assignee field"
half-way the page, as shown in this screenshot

When browsing individual issues, one should see an "operations" block
in the left column, with a link "assign this issue" (not sure if everyone
can do this, or just the chair and the secretary)

I just created my first issue in jira but I can not find out how to
assign it to an OIC member.

Do I need some special access rights in JIRA to do so which might not have?
