@Robert Weir: it already is specified as an xsd:duration by the ODF Standard and it's attached Schema. The thing is that IMHO this is not enough so what we are talking about here are further restrictions and recommendations for producers and consumers on how to use this xsd:duration which would be mentioned in the Interoperability Profile document and probably also in upcoming versions of the ODF Standard itself. As somebody else also said we really do not need something that accurate to also take leap seconds into account. Expressing everything in milliseconds for producers is thus the other extreme to that of allowing to be using years and months sub-values. Such the IMHO best compromise is just to recommend for producers to not be using years and month sub-values but leaving anything else up to the implementation while recommending a method of interpretation on how to import just about anything for consumers. The first alternative suggested for consumers would be treating a present month sub-value just always as 30 days and the other one suggested by you would be treating that by interpreting relative to the creation time as if there would have been no breaks in between editing times. I would consider the first alternative more easy to implement and better to understand.
