RE: [oic] test files available

The license currently on the zip package was created to allow us to release the files in time for use at the plugfest last week. I’ve sent mail to Mary McRae to get the specifics on how we would need to release a set of files to OASIS for committee work. When I have that information, I’ll work with our application teams to get a new package posted. In the meantime, if you have specific concerns about how the files can and cannot be used under the current license, I'd be glad to address those.

In general, materials that we want to use in the creation of OASIS TC
deliverables need to be contributed to the TC's mailing list or document
repository.  That would cover them per the OASIS membership agreement. But
I don't think an email with a link to external files is sufficient.  We
really need the actual files contributed if we are to use them.
