So, is this the state of interoperability among ODF implementations or the state of interoperability of ODF implementations with non-ODF implementations?

I think in Section 7.2, it is appropriate to mention that Cloud and Mobile offerings that import-export ODF documents typically support subsets.  But then there is the question about the fact that all implementations support subsets in one way or another.  

Perhaps we're confusing, in section 7, issues of the ODF feature set and of implementation behaviors with general challenges of interoperability with ODF as specified (or under-specified).  So, how does one improve interoperability here (and in general) when the conformance requirements for ODF are quite flexible in this regard?  

For example, it would be useful for ODF to specify what is the running text of a document and what is not the text of a document (in the context of 7.1) and there could be an advisory (if there isn't all ready) that any paragraph-content under <text:tracked-changes> elements are not part of the running text.  There should also be a definition of what is the running text and where is it, on behalf of text extractors and content-search mechanisms.  This is not just about change-tracking.

Also, some of these statements in Section 7 are not very concrete or fact-based.  For example, for 7.3, what is the problem?  What is the desired interoperability improvement and how did it become a priority?  Whose responsibility is the improvement?  Is there a role for OIC that is outside the scope of the ODF TC?

If there is a question about feature-parity with other office-productivity software (including cloud-/mobile-present software), and how inter-conversion or interchange works, is that really in scope for OIC?

PS: One more question.  Was a Committee Note Draft template obtained from TC Administration for this document?  I think it may need to be moved into a boilerplate provided by TC Admin.

About the (lack of) cloud implementations, if I recall correctly, it was suggested by Louis...
What do other Members think ? Should it be mentioned as interop issue or not ?
