Firewall Profile: Questions about Stateless Packet Filter

Does anyone know of packet filter firewalls that accommodate 'running' vs 'persistent'?  If not, then should not be included. 
In general, Do not deal with persistent or running.  Goes beyond the 'response' scope of openc2. 

Do stateless packet filters support configuration files?  

Does anyone know of packet filter firewalls that support staging?
