Stateless Packet Filtering Comment: Semantics for ARGUMENTS as they pertain to common arguments.

OpenC2 Technical Committee, 

Suggest the following substantive change to the "Open Command and Control (OpenC2) Profile for Stateless Packet Filtering Version 1.0"  

PROPOSED CHANGE: 
Copy the 'semantics/requirements as the relate to common arguments' on page 15, lines 13-23 of the pdf version of the SLPF to the Language Specification, then in the SLPF simply reference the language specification. 

JUSTIFICATION: 
This information applies to common arguments that are defined in the language specification and are likely to be used by multiple actuator profiles.  This change will result in more consistent use of arguments
