Do you mean observers or non-voting members? All members should be able
to send email, and if not then that is an OASIS issue.
Observers must not send to the list due to IPR reasons. Observers who
wish to contribute should become members.

Proposed revision to Section 1c, first paragraph:
The purpose of this TC is to specify an Open Reputation Management System
(ORMS) that provides (a) the ability to use common data formats for the
representation of reputation data, and (b) a specification for the
representation and interchange of the output of a reputation assessment. The
system will not define algorithms for performing a reputation assessment.
However, it will provide a means for understanding the relevancy of an
assessment within a given transaction. The TC's output will enable the
deployment of distributed reputation systems, any of which can be either
centralized or decentralized with the ability for aggregators and
intermediaries to be part of the business model.
I left the third sentence above unchanged except for the word score, but it's
not clear to me exactly what "understanding the relevancy of a score
within a given transaction" means. Oxford defines relevant as closely
connected or appropriate to the matter in hand. Merriam-Webster has that
definition as well as 'practical and especially social applicability'.
With that in mind I'd like to tentative propose another change, changing the
3rd sentence to:
However, it will provide a description of one or more possible approaches for
applying the output of a reputation assessment within a transaction.
