1. Retaine individuals oslc_cm:defect, planItem, task and requirementsChangeRequest in the CM 3.0 vocabulary as oslc:usage identifiers for CM ServiceProviders

2. Leave 4.5 Usage Identifiers to indicate CM servers may use these usage identifiers to support creation factories for different types of change request.
