Agreed, but there are image formats that are more scalable than others, and servers could choose to use them. That would avoid having to have multiple image files for the same compact resource. There's also no discovery mechanism for clients to discover what image sizes are available and therefore what they should request. The server could choose to return the image closes to the size the client requested, but is that really right?
