The spec contains a dynamically-generated HTML transformation of the shapes. So a human user does not need to know the URIs of the shapes themselves in order to review the spec - but he or she could determine the URIs used by looking at the source of the page. Hence stable URIs are not strictly required, but might be nice. For a machine reader of the shapes (query and report builders, etc.), stable shape URIs become more essential, so we must resolve this issue before finalization - perhaps between Committee Specification Public Review Draft and Committee Specification.
