Summarizing the current state:

1. The current core-vocab.html document defines a ResourceShape called #CommonProperties that does not specify a value for oslc:describes. That is, it is a shape that could potentially apply to any resource as described in the shapes document.

2. ReSpec currently fails if oslc:describes has no value (even though that is supported by the shapes specification). So for now, #CommonProperties sets oslc:describes to oslc:Any in order to get the shapes tables to generate. This could also be an acceptable solution since the semantics could be considered consistent with the OSLC definition and use of these common properties being potentially provided by any OSLC resource.

3. Jim and Martin agree with the above approach, but Nick has raised some issues:

* There was never any intent to use ResourceShape as a simple container of Property definitions.
* Shapes that are not associated with a resource can never be applied to that resource.
* Shapes that are associated with a resource, and apply to that resource constrain the resource by that shape. Not all OSLC resources will have all the OSLC common properties.

4. Nick is working on an alternative proposal.
