The understanding of language tags is handled by RDF, not OSLC. So assuming an application uses a compliant RDF parser, it would be able to understand the language tag. 

LDP doesn't mention the HTTP Accept-Language header, but one might assume that servers that support multiple languages might use that header to respond to requests with LDPRs that only contain the desired language tag. However the header could be missing, have multiple values, or be unsupported. So there still could be multiple values for a property with different language tags.

Nick's original proposal seems to make the most sense. I suggest we add the following at the end or the oslc:occurs Property section:

For plain literals with language tags, single-valued means there is only one literal value for any given language tag.
