The resource shape for oslc:Property currently requires that the representation for oslc:allowedValues is oslc:Reference. This is overly restrictive. An inline set of allowed values should be permitted, so the representation should be oslc:Either.
In general, the shapes should be reviewed to ensure that oslc:Reference is used only where true intended.
