oslc.select applies to the properties of each member resource found by the query, and, where nested properties are used, the properties of associated resources referenced by each member resource. oslc.select only applies to OSLC query. 
oslc.properties is a more general OSLC core feature that can apply to a GET of any resource, such as a change request, an LDPC of resources, or a query base.

If it has the same syntax as oslc.properties, then the query spec should reference a single syntax in core. However, because there might be implementation difficulties with oslc.select (such as wildcards), I think the query spec does need to define the different semantics and describe parts of it that are MAY (rather than implied MUST).
