Just had quick look and I think this is a great improvement over the other working draft. But it would prefer to keep the old section two as it gives context on the PbD principles and what it (could) means for software. The new chapters 2 and 3 look duplicates and therefor I would think to keep just one. The conformance section for this spec can be very simple and state that all normative statements must be conformed to. 

For the text that is now moved I still think it could be made into PbD-se profiles that normatively describe how you can conform to the spec using a specific methodology. Imo that would greatly help software engineering teams as they will know that using that profile will make their documentation conforming to the spec. Of course we can also create a more informative document. Let’s discuss this on the call.
