The discussion was to basically have a straw poll to figure out the TC
view on how to move forward at a high level, after which specific
proposals on the approach to use can be put forward. There are
variations on how to approach the deprecation mechanics but those can be
worked through once the overall view is clear.

1) leave as-is for v2.40
2) fix by changing the type
3) fix by changing the field name and description
4) deprecate but keep the current non-interoperable structure and
mechanism and define a new structure (new name) and new mechanism id
5) deprecate by renaming the current non-interoperable structure and
mechanism (keeping them) and correct the type value and define a new
mechanism id for the corrected structure
