Concerning

“If any length conflict occurs between the key type of the unwrapped key, the output from the unwrapping mechanism, or the specified CKA_VALUE_LEN, then the function SHALL return CKR_TEMPLATE_INCONSISTENT.”

Just a note from our implementation: when CKA_VALUE_LEN is a supported key length, but does not agree with what would be obtained when unwrapping, we have been using
CKR_WRAPPED_KEY_LEN_RANGE.
