Description
This draft:
1) fixes the issues found by Dieter in the last draft.
2) updates the names and documentation bases on the NIST FIPS-204 and
FIPS-205 draft
3) removes the hash attribute from SPHICS+/SLH-DSA because NIST seems to
just pull that into the Parameter set.
