Minutes PKCS11 TC Meeting of 8-Nov-2023

Hi Folks,

In the words of C Northcote Parkinson, "work expands to fill a vacuum." The last couple of weeks has been not as smooth as I would have liked and a range of other work items suddenly became urgent.
