Reference data comments

The OWL reference data files contains HTTP  URIs - the documentation
contains URN.

The documentation should be changed to use URIs as per the OWL file, or
it should be made clear that the URN in the documentation which HTTP URI
the URN resolves to.

 

The HTTP URIs should reflect the location of the OWL files on the OASIS
site docs.oasis-open.org
