RE: [plcs-dex] Capability status

Having started to use this, I realise that the status flag does not really work.

What we need to be able to do is to record:

a) whether a review has been done,

b) who did it

c) when did they do it

d) have the review comments been reflected in the capability and dex.

Consequently I have modified the DTD and XSL to the following.

We are just about to start the process of completing reviews

A number of capabilities have been through the review process and we are about to start making changes.

In order to track the progess of the capabilities through the review cycle, I would like to add a couple of states to the status associated with the DEX and capability.
