Question of template "Default"

How is the Default value on a template interpreted in relation to the
optional flag?

I have made the following assumption

Optional=no   		ignore default
Optional=yes 		use default value unless a value is specified
Optional=unspecified    if no value is specified and use default if
specified, otherwise omit parameter

Is this right?
