Thanks for all interesting answers and proposals.
 
For me it is most important to be able to reproduce EXACTLY what was, eg contracted, at a certain moment in time. For contractual reasons the documents must be stored in a "presentable format". This means, amongst other things: versioning (incl draft versioning) of core file (eg XML) and necessary support software (maybe even operating software) to present the information during 20-30 years. 
 
I'm sure that Rob, Gordon, Phil, Sean, Mats and Diana will solve this to everyone's satisfaction.

Just wanted to jump in here to let you know that there is an open ISO standard for PDF-based archival documentation (PDF/A). PDF/A is based on the publicly available PDF 1.4 reference, and includes support for metadata in XMP - an open source, XML-based specification.
 
Separately, the latest updates to the PDF reference (as many of you no doubt know), now integrate XML schema and data so that a PDF form can be created that contains arbitrary XML data. The XML can be easily extracted from the PDF.

PDF is seen as acceptable to many archivists, since the format and semantics of PDF are publicly available specifications. Many OAIS archival projects for Libraries and National Archives are specifically using PDF (usually version 3.2) as the single accepted representation format. From this perspective these are using PDF to retain the presented document.

 

From a DEXlib perspective both XML and PDF retention are required (from my personal viewpoint!)

XML is the master, but XML is a combination of data, software and web references. Since only some of these are under configuration control in DEXLIB, there is a risk that, in the long term, the historical data will not be reproducible, at least in the form that it was voted on. All long term retention is a risk reduction exercise, as, in this case, is the retention of the PDF. (I also suspect that with XML, the long term for data retention is likely to be five years or less).

Are we not loosing the thread of the process.
From what I understand, the information(in draft format(specification/process/procedure/etc)) is uploaded onto DEXLib as an XML file by the author, then converted into a 'readable format' for distribution via the OASIS web site for appraisal and approval, then subsequently uploaded back into DEXlib as a OASIS TC approved XML file. This file will be the master. The means of transmitting the  appraisal doc must be in a 'most used format' be it MS/openoffice/Adobe generated, it should never be deemed be more than appraisal information for the master XML file on DEXlib.

You are right. The final distribution and archiving of the documents should be done in pdf (there are stronger movements than PLCS which will support that they can be read in the future). Word is however an excellent engine during the revision process.

The main objection to the use of Word is the long term retention of the data. If the standard is to be used over the long term, and the document forms part of the standard or supporting information, it should probably be stores as PDF, as there is significant effort being made in the archiving community to ensure that pdf files will be readable long term.

DEXlib-ers,

I know that some people love XML and data "hidden" in databases, but there is nothing like a Word document!
Every one can read and print it. You can file it on your system the way you want. You can comment on it and even comment on comments and the author can easily summarize the comments and create the final document for approval.

Well, let\s go for Mats' proposal. And define a simple registration number series for PLCS TC document.

(Eg PLCS-2005-0001-001:00 = doc 0001 for Year 2005, Version 001, 00 = approved and released)

This is a comment on the procedure used by Rob to prepare the ballot document.

I firmly believe that,
   1- Creating the information which should be balloted in DEXlib.
   2- Copying it from DEXlib and pasting it into a Word-document.
   3- Presenting the document for ballot.
should be stated as a standard ballot procedure within the OASIS PLCS TC, because it makes sure that the information exists within DEXlib and isn't lost in a document in the OASIS archive.

The author/"ballot-manager" is of course responsable to correct DEXlib later according to the ballot descision.

This procedure should only be used for ballots regarding information which should be inside DEXlib (e.g. not for OASIS PLCS TC organisation issues).
