PLCS Technical discussions exploder

As agreed at the TC meeting on 20 September, the former DEX Coordination SC has been repurposed as a group for technical discussions on PLCSlib and other matters, so that TC members are not burdened by too many emails.

I have edited the existing membership of the group to include only those who I know are active in DEX and PLCS development and implementation, noting that some other TC members should also be present. I have NOT added those members to the list. The current list is therefore as follows.
