You are getting the hang of it!

As you suggest, your modeling is incomplete, but 
you are thinking through the conversion from 
the 'requirements' side to the operational Services side.

Details: Possibly, an Agreement call at the beginning
may not be necessary, if the 'permissions' are a priori decided
by policy and context. Only issuance of the Notice (using Interaction)
may be necessary. Or, if there are negotiable items, Agreement is appropriate.

In an informal session, a small group can start with your draft and talk 
through the Service invocations at each step.

As you will see in the Agenda (forthcoming) for our Thursday call, developing
a methodology (systematic process) for CONVERTING requirements
to Service calls is needed.
