Just for clarification, the trust that is assumed between the
provisioning points is only at the protocol level, right? It will still
be in scope to allow the service owner system to turn down requests if
the requesting system tries to provision a user with a service  that the
owner system does not authorize, or even a level of access to a service
that the owner system does not authorize, right?
