Here is the Business Case Paper for SPML as promised but delayed.  Please review and comment.  I am attaching a word version and PDF version.  For all who make changes, please <I Plead> use "Track Changes" to account for all comments, requests, etc that should be made to this paper.  I have also placed the SPML logo that got the most votes from the group.  Hope everyone approves.  If anyone is not happy with it, please let me know.
