[provision] Draft of the SPML core schema

Attached is a draft of the SPML core schema. This version does not have an explicit reference to the SAML Subject statement. I omitted it because including it introduces a dependency on the SAML assertion schema and the XML DSig schema. That will be added in a later version.
 
You will need the DSML schema if you plan on using this with a tool that validates schema. The DSMLv2 schema is attached as well.
 
We can discuss this on Monday's call.
