The SPML modification type has a "modificationMode" which indicates if this is an add, modify, or delete modification. I would like to propose that this be made optional rather than required. The case where you would not define it would be where the underlying data mechanism indicates the modification mode. For instance when using SPML2 with DSMLv2 as the data model, the dsml:modification element indicates the modification mode type.
