 51. 	When SchemaType#ref is a location (URL to a schema document),
	is this an alternative to including the schema document 
	as content of the <schema> element?
	Would it be clearer to have separate attributes (as we do for CapabilityType):
      - one that identifies the schema ('namespaceURI') and
      - another that gives the location of a schema document ('location')?
Draft 14 - OPEN.  SchemaType#ref is unchanged.

 52.	Rename "DataInclusionType" to "ReturnDataType"
	Rename "returns" to "returnData". (Parallel, explicit, imperative.)
Draft 13 - "DataInclusionType" renamed to "ReturnDataType".
		However, "returns" was not renamed to "returnData".
Draft 14 - Almost done. AddRequestType#returns is now "returnData".
		However, SearchRequestType#returns was not renamed.

 55.	Add 'recursive' attribute to BulkDeleteRequestType (just like DeleteRequestType).
20050112 - sent email to list: BulkDeleteRequestType#recursive.  Jeff Bohren agreed.
Draft 14 - OOPS! Added #recursive to BulkModifyRequestType.
	Move #recursive from BulkModifyRequestType to BulkDeleteRequestType.

 63.	Add ErrorCode#unsupportedSelectionType to use whenever:
	- provider does not support SelectionType#namespaceURI
	- provider does not support SelectionType#path
Draft 14 - Not done.
