Change/Notify draft moves to CD status at the SSTC

PSTC Colleagues -

Recently, the SSTC moved the Change/Notify draft to CD status.

We would request an opportunity at a forthcoming PSTC meeting to discuss 
this work - primarily focusing on the motivation and use-cases that are 
the basis of the work.
