It all you work (... I only chimed in on half-a line out of the more than 220 lines of translation work you did)! And even that, I would need to consult with Howard, Pat, David and others to make sure I gave you the correct interpretation. On the statement: "While all applications of quantities are one or the other of these" on which you are having a issue, I would interpret that as saying ...

  All applications will be choosing one of the two ontology modules -- the one that comprises (a) concepts for measurements and uncertainties, or (b) concepts for quantity specifications and tolerances. However, since these two modules are more complex, and may have industry-specific characteristics, they will not be part of the initial set of deliverables (but would be developed later.)

Let's ask Howard, Pat, David or the others if I did get it right.

...  If that is indeed the correct interpretation, your might say, 量的所有應用乃是這两組基本概念當中選用其一 (or something to that effect.)

I suggest you post send this in as a draft to the QUOMOS TC (we could discuss at our meeting next Monday how this could/should be done) so other can review it too.
