I have logged an issue at:

We will fix this in the next revision of the specification.

The canonical query subsections in section 2 of the ebRS v4.0 specification have links to a URL http://docs.oasis-open.org/regrep/v4.0/canonical/SubmitObjectsRequest_Queries.xml,  which does not exist at the OASIS server.
