I understand this to mean, you envision no OWL plug-in for the registry.
Should we all agree to such a design decision, then I would ask that
PR2 include other types of OWL elements such as Properties and Individuals.
There are quite likely to be things in the registry that would be best
described with these other elements.  It is also true that queries against
OWL ontologies would certainly depend on these other elements.
