There is a discussion on the protege-owl list about "web services for
ontology support" which includes some example requirements for 
semantic content querying within the bullets in David Price's email below.  
Also, mentioned is a w3c maillist <public-semweb-lifesci@w3.org>
which may also be a source for use case and/or requirements for our SCM 
interface.
