Clearly a lot of work has gone into this, but the presentation is
confusing.  What is "houseIdentifier" doing down at number 5.52, for
example, wedged in between "uniqeMember" and "supportedAlgorithms"?

If this were worked over on its way into a DTD it would feel more
coherent.
