Regrep TC change of chair

As you'll see when I send out the minutes, at the
Paris meeting I resigned as chair (but not from the
committee), and Lisa Carnahan was elected chair pro
tem.  Lisa will be doing chair stuff from now on,
and already has an announcement or two.

I'll try to get the minutes out tomorrow.
