I'm a "lurker" on the regrep mailing list monitoring the regrep progress for a project I'm working on for the Defense Logistics Agency.  Although I couldn't complete a review during the ballot period, I have been looking at the RIM and RSS as an evaluation tool for the work we've been doing and have come up with a some questions.  Since I haven't been involved in the work, the questions may have obvious answers of which I'm not aware. 

The main issue which is bothering me is this: The RSS specifies the functional behavior of a Registry as viewed by an external client; it explicitly excludes any consideration of the internal implementation details/functionality of the Registry itself.  However, the RIM was created to provide the information needed for the internal operation of the Registry.  Thus, there is a huge mismatched between the functional requirements of the Registry as illustrated/represented by the RSS and the information provided by the RIM -- little of the information in the RIM is actually needed by the RSS.  Is there a complementary (abstract) functional spec for the internal operation of the Registry that justifies the need for all the information represented by the RIM?  If not, how is the quality of the RIM to be judged?  Is it simply that a bunch of experts consensually agree that it's good?
